WPP: SDSD project has been working in the Rajshahi and Chapai Nawabganj districts of northern part of Bangladesh since April 2004. This project gives emphasis the WatSan is entry point to considering the improvement of local governance and support for self-reliance. SDC has interest to assistance its’ partners and Union Parishad (UP) so that they can ensure good governance to their all activities.
UP has responsibility to ensure and manage safe water and sanitation by lunching good governance in it premises. To perform this duty properly, it is necessary to show positive attitude and have skill of UP bodies who are responsible to manage the UP. It is important to involve the people in accordance with achieving the positive attitude and skill. SDSD project gives emphasis in these issues. UP fund management training is contemporary and play effective role to implement the WatSan activities properly in UP premises.
UP consists of 1 chairman, 9 general ward members and 3 women members from reserved seat. One secretary assists to maintain daily activities of Parishad. UP has one rural water supply and sanitation standing committee to manage the WatSan activities. UP has provision to form union and ward arsenic mitigation committee for arsenic mitigation and union and ward sanitation task force for sanitation. Also one of the most important tasks of UP to motivate people in sanitation within the ten (10) mandatory works. The role of training is very important to accomplish these activities in time and properly.
Therefore, several steps taken to prepare the training manual as necessity and made consultation with SDSD team, partners and UP bodies to implement their WatSan activities. Mass consultation made with local government representatives, government officials and DASCOH employees to prepare the manual. In addition whole aspect of UP including the law of financial management, rule, circular and DASCOH provision have considered for preparing the manual. This training programme is divided in seven (7) parts to make it convenient to all respective persons for performing properly financial rules of UP.
DASCOH think that, the success of this publication depends on UP’s accountability, transparency and justice to manage the WatSan activities.

How to Use the Manual
This manual will be used by DASCOH staffs who are involved to implement the SDSD project.
First one thing keeping in mind that UP chairman and members are elected for the certain period. So almost of them may not get a chance to elect for second round in Parishad. That is most of them could not bear his/her position sequentially. And that is normal. That’s why to paid
