Funded by Swiss Agency for Development and Cooperation (SDC); in collaboration with Water Resources Planning Organisation (WARPO) DASCOH Foundation in Associations with Swiss Red Cross (SRC) is implementing the project on Institutionalisation of Integrated Water Resources Management (IWRM) in the Barind region of Bangladesh. Phase 1 of the project commenced in July 2014 and made major progress in forming community organizations in formulating and facilitating the gazetting of the Bangladesh Water Rules (BWR) 2018. This was followed in July 2018 by Phase 2 which builds on the successes of Phase 1 especially implementing the BWR-2018 and supporting LGIs increases the availability of water for disadvantaged groups, inclusive management of resources, improved livelihoods and reduced health risks.
Phase 2 is scheduled to close in 2023. Two complementary components the IWRM comprises are (i) the ‘National Component’ implemented by Water Resources Planning Organisation (WARPO) of Ministry of Water Resources (MoWR) and (ii) the ‘Sub-National Component’ implemented by DASCOH Foundation in association with SRC. While the national component creates an enabling environment then the sub-national component facilitates communities and local government institutions in execution of relevant activities on the ground. The National Component’s focus is to further develop the national regulatory framework and operationalize the institutional mechanisms foreseen in the Bangladesh Water Act, 2013. Furthermore, it also focuses on developing mechanisms for monitoring and promoting the implementation of Bangladesh Water Rules, 2018. The Sub-National Component is complementing the National Component by focusing at the level of sub-national government; supporting to strengthening institutional mechanisms in partnership with the selected local government institutions specifically the Union Parishads (UPs) and Pourashavas to operationalize the Bangladesh Water Rules (BWR), 2018.
- Equitable water governance is the foundation stone in IWRM which can be contributed by the promotion of:
- Coordinated development and management of water, land and related resources
- Multi-stakeholders participatory planning and management
- Economic and social welfare in an equitable manner
- Decision makers accountability to address primary stakeholders’ (specially disadvantaged) need
- Community and others stakeholders’ awareness and practices on 4R principles, and
- Role of women in the provision, management and safeguarding of water
Promotion of above cited inter-related contributory factors unavoidably demand for active participation of community members and local stakeholders. The sub-national component in partnership with 39 Union Parishads and 3 Paurashavas in Rajshahi, Chapai Nawabganj and Naogaon districts formed village/mouza level water resources management committees (WRMCs) and water resources management associations. These WRMCs played a crucial role in the promotion of abovestated inter-related contributory factor
