DASCOH-WPP: SDSD project has been working in the Rajshahi and Chapai Nawabganj districts of northern part of Bangladesh since April 2004. This project gives emphasis the WatSan is entry point to considering the improvement of local governance and support for self-reliance. SDC has interest to assistance its’ partners and Union Parishad (UP) so that they can ensure good governance to their all activities.
WPP: SDSD project is strengthening the capacity of UP for implementing the WatSan and health services at grassroots level. The project intends to resolve the WatSan problems with effective participation of community and is managing WatSan services through UP. The project aims is to strengthening good governance and mobilize necessary resources for UP level sustainable and equitable WatSan service enhancement. But financial limitation and weak governance of Parishad could not play effective role to local development activities. Therefore, to perform this duty properly by whom are engaging to maintain UP could play effective role through managing governance and accumulate and mobilize resources from different agencies.
UP has to involve with different development activities at different level of government and non-government agencies those are working in the jurisdiction like administration, department of public health and engineering, health and family welfare department, DASCOH, CBOs etc. implementing Watsan activities by village level resource mobilization and ensuring elsewhere good governance is essential. Therefore considering the issue, as series of training, project prepared a training manual on governance and resources mobilization for UP by tailor-made of the governance part of “CRP facilitation manual” and has arranged training for UP members. Project realise that, this training would play an effective role for UP to accomplish all activities in timely and correctly.
This manual will help to field officers to assist UP for managing development activities of communities through people’s participation, transparent financial and information flow and ensuring accountability in works in the implementation process.
DASCOH think that, the success of this publication depends on UP ability to financial transaction and account management through accountability and transparency to all development interventions.
